President of the GA of the United Nations appointed yesterday Moroccan Ambassador Hilale as facilitator of the process of strengthening the human rights treaty bodies of the UN
According to the Moroccan media and the official Moroccan Government Website, the President of the General Assembly of the United Nations, Mr. Tijjani Muhammad-Bande appointed this Wednesday the Moroccan Ambassador Hilale as facilitator of the process of strengthening the human rights treaty bodies of the United Nations.
Besides Hilale also the Swiss ambassador was appointed, co-facilitator of this process.
The two co-facilitators will submit, by next September, a report to the President of the General Assembly of the United Nations, setting out recommendations to be examined, in order to assess and decide on the measures to be taken to strengthen and improve the functioning effective system of human rights treaty bodies.
Treaty Bodies are mechanisms of the United Nations system for the promotion and protection of human rights. Eight in number, they are created by international human rights conventions.
They are composed of independent experts, who oversee the application of the main international human rights treaties. The Office of the High Commissioner for Human Rights serves as their secretariat.
The Moroccan Governmental website states that:
The choice of Morocco represents recognition of the Kingdom’s advances and achievements in the field of human rights, under the leadership of His Majesty King Mohammed VI. It also testifies to the seriousness and credibility which Morocco benefits from within the international community, which finds in it a moderate interlocutor, capable of federating positions and generating compromises.
Mr. Hilale has extensive multilateral experience, particularly in the area of human rights. He has, in fact, assumed several UN responsibilities in this area, including the chairmanship of the 3rd Committee of the UN General Assembly in charge of social, humanitarian and human rights questions, as well as the chairmanship of the humanitarian affairs segment of the United Nations Economic and Social Council.”
The Moroccan diplomat has been successful but in other areas, namely corruption inside de the UN according to the confidential documents that have been released by Chris Coleman over the years.
In the documents attached dated February 2014, you can read how Omar Hilale explains to the Moroccan foreign Minister which actions to undertake to “further the National Cause” as the occupation of Western Sahara is referred to.
Hilale outpoints the need to pay to the Moroccan Friendly NGO’s and others so that they will continue to support the “National Cause”. In fact, in one of the documents Hilale alerts that the Moroccan friends are “not happy” with the lack of financial support.
It not only addresses the issues to put Moroccan functionaries inside the UN Human Right’s Mechanism but also in other International bodies like the African Union.
“The African NGO’s have asked this mission to support financially the events that they organize. It is also imperative to maintain the support of those who work with Morocco by foreseeing an annual financial contribution for them (10.000 CHF for each NGO per year, that is 60.000 CHF per year equivalent to 570.000 DH). This would allow to mobilize them permanently so that they intervene and neutralize de pro Polisario NGO’s.” end one of the reports attached of Omar Hilale to the Moroccan Minister of Foreign affairs.
In the other document Hilale speaks about the fact that the African NGO’s traditional friends of Morocco refused (politely) to speak about an alleged “assassination” of the Algerian Army of two Saharawi inhabitants of the refugee camps which the Moroccan Mission wanted to announce.
In answer to the Moroccan request, says Hilale, three of the Organizations not only refused but highlighted that they said that they were fed up with the no compliance of their financial needs and that on their part they always complied with the needs of their Moroccan brothers. They want to enhance their “cooperation” with Morocco through “concrete projects”. Hilale reminds that he already addressed the Minister of the need for financial support for the African NGO’s.
These are just a few examples of the continues corruption in documents that Mr. Hilale signed and addressed to the Moroccan Minister of Foreign Affairs.
Several Human Rights Organization that PUSL contacted are deeply concerned and even shocked by the appointment of Omar Hilale a Moroccan Ambassador. According to all of them the Security and Existence of the Saharawi People and their Rights are in extreme danger, even greater than before. The fact that an occupying power who is known to violate Human Right’s on a daily basis with arbitrary arrests and torture of Saharawi Human Rights Defenders as well as violations of the 4th Geneva Convention and the Social, economical and political rights is appointed by the UN to such a task is outrageous.
